Project Description:
The Morgan State University Health and Human Services Center is proposed new construction to house growing academic schools and programs on the campus. A 6-story, 200,000 plus, square feet building is to occupy the site at the northeast corner of the Hillen Road and Argonne Drive intersection, replacing the recently demolished Turner’s Armory facility. Departments, schools, and programs scheduled to utilize the new building include:
- Family and Consumer Sciences
- Medical Technology
- School of Social Work
- School of Community Health and Policy
- Prevention Sciences Research
- Counseling Services
The University’s increasing investment in the northeast Baltimore community brings under one roof, the educational and academic training functions for Public Health, Nursing, Health Education, Pre-Physical Therapy, and Nutrition. The building will provide for classrooms, labs, seminar rooms, meeting rooms, clinic and counseling facilities and ancillary collaboration areas.
Nearing design completion, construction bidding continues in November and December 2021, with construction slated to start by mid-January 2022. The project will provide for hundreds of trades labor, supervision and management jobs for Baltimore City and the State of Maryland. As a Maryland State-funded project, there are established goals for local and minority business enterprises (MBE) engagement. Contracting goals for the overall project includes forty percent (40%) for MBE Participation. Local, Baltimore communities will be provided employment opportunities, with construction firms being encouraged to offer positions to qualified, local residents. Skilled and entry level trades positions will be subject to prevailing wage rates, as established by the State offices of the Department of Labor, Licensing and Regulations.
Project completion over the course of 27 months will provide employment opportunities for area residents and for Morgan State students. Internships positions will be encouraged with the contracted firms, as construction gets underway. Opening of the new Health and Human Service Center is targeted for start of the Morgan State University’s Fall 2024 academic year.
