Expression of Interest (EOI)

To Whom It May Concern:

The Maryland Stadium Authority (MSA) is requesting an Expression of Interest (EOI) from experienced Construction Management (CM) firms to provide preconstruction services for the construction of the Pimlico Racing Facility in Baltimore, Maryland. The scope of work includes, without limitation, design and constructability reviews, logistics planning, cost estimating, and project scheduling.

The EOI is the first step to identify firms interested in participating in the procurement for these services. MSA intends to issue a Request for Proposal (RFP) to select the CM in the winter of 2020/2021. The RFP will include MBE participation goals. Prime Offerors will also be required to conduct or participate in MBE outreach/networking sessions before submitting a proposal.

Interested firms shall utilize the following Google Form link https://forms.gle/K5afJjjt8icLEUvp6 to provide the following information no later than December 9, 2020 at 5:00 p.m. (EST):

  • Firm Name
  • Address of the home office/branch office from which the services would be provided.
  • Primary point-of-contact with title, phone number, and e-mail address.
  • Identify if your firm is interested in serving as a prime or as a subconsultant/subcontractor.
  • Provide a brief narrative highlighting the firm's qualifications and/or capabilities.

BACKGROUND INFORMATION:


The Racing and Community Development Act of 2020 (“RCDA”) became law in June 2020. Pursuant to the RCDA, MSA is authorized to finance up to $375 million for the planning, design, and construction of the Pimlico Racing and Laurel Park Racing Facilities (collectively the “Projects”). The Projects include construction and improvements of the barns, clubhouses, event centers, dormitories or other housing, equine diagnostic and health facilities, museums, training facilities, stables, tracks, infield areas, turf areas, green space, and roadways.

Offerors can acquaint themselves with the information contained in previous development studies and recently passed legislation associated with the redevelopment of these facilities.
