Once Upon a time in America, leading up to the 1970s there was this great metropolis known as Baltimore City. Back then it reached the status as America's sixth most populated city, bustling with commerce and an abundance of opportunity and employment. Since then, Charm City as it became known has been dealt a series of economic setbacks: population flight, racial unrest, high drop-out rates, leading to civil disobedience and mayors who abuse their powers, leading to criminal and civil convictions, to name only a few. Baltimore City has been floundering for fifty years.

2020 has brought hope to Baltimore, affectionately known as “Charm City”, a newly elected mayor who is bright and energetic, Brandon Scott . Mayor Scott in moving his progressive agenda forward of hope, restructure and recovery has called on a seasoned attorney in the person of James “Jim” Shea to lead the city’s law department as the new city solicitor.

“MWMCA requested and was granted an exclusive interview with solicitor Shea on various items of interests concerning minority and women owned business enterprise, because it’s direction falls under his command. Solicitor Shea is a professional with over 40 years of legal experience, of which 22 of those years were spent leading Venerable LLP., a global law firm with over 800 attorneys, headquartered in Baltimore city. One might say that solicitor Shea has seen it all in terms of legal matters, but now comes perhaps his most daunting challenge in leading Baltimore city's law Department and enforcing codes that may have never been enforced before, when it comes to minority and women owned business protocol. Many of us pray that he's up to the task to move MBE reform,” said Wayne Frazier, President of MWMCA. “We pray for his strength and success, because the existing Old Guard of the Good Old Boys are still around and stronger than ever”.
