The Clark Michels JV is soliciting proposals from DBE / WBE and disadvantaged subcontractors and suppliers to provide services to rehabilitate the Potomac Interceptor. This project involves stabilizing, rehabilitating, and providing emergency backup for the entire pipeline system. This multi-year program has an anticipated total budget of $500M, with construction scheduled to run from 2027 through 2031.

The scope of work requires pre-qualified contractors to perform pipeline rehabilitation on 30” to 96” sanitary sewer interceptors and appurtenances, as well as handle rapid emergency preparedness and response to protect public health and the environment. Specific activities include setting up and operating bypass pumping in the range of 40 mgd to 150 mgd over distances greater than 1 mile and constructing both temporary access chambers and permanent concrete access chambers. Rehabilitation of reinforced concrete pipes and tunnels will utilize technologies such as geopolymer lining, cured-in-place pipe (CIPP), slip lining, and spiral wound lining. The project also involves constructing new sewer pipelines across the Potomac River via open cut or tunnel to create an inverted siphon, armoring pipelines at culvert and stream crossings using concrete encasement, riprap, or gabions, and clearing, constructing, and removing temporary access roads in forested areas, steep grades, and the Chesapeake and Ohio Canal. Additionally, contractors must support emergency pre-planning, maintain specialized materials, and quickly mobilize resources to contain flows and install temporary stabilization or bypass measures during unplanned events.
Trade Opportunities:
DC Water reviews and updates the CIP on an annual basis and scope may change over the life of the MSA. In addition to the planned CIP scope, the MSA contractors may also be utilized to perform unanticipated or emergency rehabilitation work that requires immediate response.
