The Michels Clark JV is soliciting proposals from qualified DBE / WBE and disadvantaged subcontractors, trade partners, and material suppliers to provide progressive design-build and construction services for the M Street Corridor Transmission Mains Replacement and Rehab project. This critical utility renewal effort involves extensive infrastructure upgrades across DC Water’s large-diameter transmission network and small-diameter water main distribution system to enhance long-term system reliability, performance, and operational resilience.
The construction scope of work for this project may include:
The scope of work requires pre-qualified contractors to perform pipeline rehabilitation and replacement along the M Street NW corridor on 30-inch and 48-inch transmission mains as well as small-diameter distribution water mains. Specific activities include installing external Carbon Fiber Reinforced Polymer (CFRP) structural wrapping to repair leaks on 30-inch and 48-inch mains, executing open-cut replacement of approximately 2,000 linear feet of 30-inch cast iron pipe with new steel pipe across three distinct locations, replacing ten large-diameter valves (five 30-inch and five 48-inch), and installing new inline valves and access ports. Additionally, contractors must support full main isolation, install cathodic protection systems at all replacement sites, fill abandoned piping with flowable material, and perform corrosion investigations. Execution requires continuous maintenance of traffic (MOT), extensive subsurface utility coordination and test pitting, surface and asphalt restoration across roadway right-of-way, and specialized environmental coordination and site restoration for work impacting National Park Service lands.
Trade Opportunities:
DC Water periodically reviews and updates its Capital Improvement Program (CIP) and scope allocations over the lifecycle of the contract. Subcontracting and supply opportunities available on this project include:
