Division Chief Deena Joyce Shares How to Get Prequalified with Baltimore City Office of Boards and Commissions

The City of Baltimore currently maintains very high bond ratings by major bond rating agencies, in part because construction contractors must seek prequalification for contract work over $50,000 by the Department of Public Works-Office of Boards and Commissions. This division ensures that the construction contractors performing work on city contracts are financially strong in the event of default to cover payables. This certification by the Office of Boards and Commissions is required for all contractors regardless of minority or women-owned business status.

In this issue, we addressed several questions to Deena Joyce, Division Chief, Office of Boards and Commissions who oversees the prequalification process. “Deena Joyce is an experienced and genuine professional who cares about the well-being of Baltimore City and the contractors who keep it safe and operating. Deena and her staff are the best,” said Wayne R. Frazier, Sr., President of Md. Washington Minority Companies Association (MWMCA).
