Baltimore City Selects New Acting Chief of MWBOO
Tamara Brown, Acting Chief, Minority & Women’s Business Opportunity Office Baltimore City Department of Law

The City of Baltimore’s Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) spending protocol has been in existence for over thirty (30) years. Since inception, numerous legal challenges have been waged to cease the program, however each challenge has only strengthened it. Many experts hail the city’s program as the best in the nation and as an example to be emulated.

In January, the city appointed new Acting Chief, Tamara Brown, who comes into the position with a wealth of experience, to head up the city’s Minority and Women’s Business Opportunity Office (MWBOO). Ms. Brown has worked at MWBOO since May 2018. MWBOO’s primary responsibilities include managing M/WBE certifications, setting M/WBE spend goals for projects, and monitoring the progression of projects achieving their set M/WBE spend goals.

Ms. Brown is a U.S. Army Intelligence Veteran with a diverse background in Program and Risk Management on large scale federal information technology systems. She is a graduate of the University of the District of Columbia’s David A. Clarke School of Law where she was the recipient of the “Deans Cup,” and the Edgar Cahn Award for Advocacy and Community Service. Ms. Brown served for several years at a local law firm, where she handled a wide array of legal matters and developed expertise in client services.

Ms. Brown also served as a legislative intern in the office of the honorable Congressman Elijah Cummings.  In this role, she assisted the chief of staff with high profile legal issues, drafted policies, and coordinated joint activities involving various congressional offices.

During MWMCA’s interview with Ms. Brown, she provided invaluable information for all of us to gain a better understanding of the MWBOO office. We welcome her and wish her well,” said Wayne R. Frazier, Sr., president of MWMCA.
